FACILITY POLICY AND REQUEST FORM

Kerrville Bible Church Buildings and Facilities Use Policy
Dated September 24, 2024
Revisions to Section 12: May 20th, 2025

This Kerrville Bible Church (hereinafter “KBC”) Buildings and Facilities Use Policy is a requirement of Kerrville Bible Church’s Bylaws Article XVI Facility Use. In addition to Article XVI Facility Use, this Kerrville Bible Church Buildings and Facilities Use Policy (“policy”) governs the use of KBC’s buildings, facilities, equipment, and grounds along with other requirements.
 
Section 1: Introduction to Facilities Use 
The Kerrville Bible Church facilities were provided by God through the sacrificial generosity of church members.  The overriding theme of this policy for Kerrville Bible Church facility use is that we use our resources to promote the Gospel and secondarily for fellowship among our church body.  It is not the desire of KBC to rent out the facilities to generate revenues. The fee(s) charged for use of the facilities are intended to simply cover the costs of lighting, heating and cooling, and janitorial services.  
 
Section 2. Facilities Use Agreement
All KBC members and organizations who wish to use Kerrville Bible Church facilities must agree to comply with this Kerrville Bible Church Buildings and Facilities Use Policy and the Kerrville Bible Church Facilities Use Agreement. Prior to use of the facilities, a Kerrville Bible Church Facilities Agreement must be completed and signed.
 
Section 3. Exceptions
The Kerrville Bible Church Elder Board has the sole discretion to make exceptions to Article XVI “Facility Use” or this policy, as well as to allow or disallow any event regardless of the circumstances or previous approval.
 
The KBC Elder Board reserve the right to terminate a Kerrville Bible Church Facilities Agreement at any time and with any party for any reason including, but not limited to a violation of this policy or the Kerrville Bible Church Facilities Agreement.
 
Section 4.  Non-Wedding Special Use of Church Facilities/Premises
Only members in good standing may be allowed to use the KBC’s facilities for events or special purposes such as family gatherings, reunions, club gathering, etc.  Church facilities and premises are not available to the general public for such purposes.
 
Section 5. Marriages and Weddings
All who are ordained, licensed, commissioned or otherwise authorized by this church to solemnize marriages may do so, in the exercise of religious freedom, only where the participants are one biological man and one biological woman (Gen. 2:21-24; Matt. 19:4-6; Mark 10:6-9). Kerrville Bible Church facilities may be used for weddings, and/or all other related wedding events like rehearsals and receptions,  only where: 1) at least one prospective spouse is a KBC member in good standing or at least one parent of a prospective spouse is a KBC member in good standing; and 2) premarital counseling has been done or approved by the lead pastor; and 3) the ceremony is officiated by an Elder of KBC. Kerrville Bible Church facilities are not available to the general public for weddings and wedding receptions or any related events unless approved by the KBC Elder Board.
 
Section 6. Use of Restroom Facilities
All lavatories, restrooms, bathrooms, or bathroom facilities of Kerrville Bible Church shall be designated for use by a specific physiological sex – male or female – of an individual at the time of their birth. Violation of this policy (excluding young children or special-needs children accompanied by a parent or legal guardian) shall result in the immediate expulsion of the offending individual(s) from the grounds of Kerrville Bible Church.

Section 7: Recurring Use of Facilities:
After approval, ongoing events which entail recurring use of the facilities will be evaluated annually or as often as necessary by the KBC Elder Board. This evaluation may result in an event being required to cease or terminate.
 
Section 8: Member Use of KBC Facilities:

ARE YOU A MEMBER OF KBC?

No, I'm not a member.
We only allow KBC members in good standing to use the church's facilities for events.

If a KBC member wishes to obtain an exception to this policy and sponsor such an event, they may do so with approval of the KBC Elder Board, but they must be present for the duration of the event and will be responsible for the conduct of the group, set up and take down of tables and chairs and clean up.  The sponsoring KBC member will be responsible to ensure compliance with this policy and any applicable agreements. The member should contact the KBC Office to schedule the event and sign the required documents.
Yes, I'm a member of the church in good standing.
Is this event promoted by KBC or is it for personal use?  

Yes, the event is promoted by KBC.  For example, it was in the bulletin, on the church schedule, announced from the pulpit, sent out from the office via appropriate church email, etc.
 
There is no charge.  Please coordinate with the KBC Office staff in advance to address scheduling, access to the facilities, set-up and take-down of chairs and tables, and clean up.

No, this is a personal event and is not KBC sponsored (birthday, anniversary party, family gathering or reunion, wedding or wedding reception, children's function, club gathering, etc.). The facility use fee will be applicable (see Section 10 below). The KBC member in good standing must be present for the duration of the event and will be responsible for the conduct of the group, set up and take down of tables and chairs and clean up.  The sponsoring KBC member will be responsible to ensure compliance with this policy and any applicable agreements. The member should contact the KBC Office to schedule the event and sign the required documents.
Section 9: Limitation of the Facilities Used:
Only the Worship Center, Family Life Center and Fellowship Hall are available for personal events. The sponsoring KBC member will be responsible to ensure compliance with this policy and any applicable agreements. The member should contact the KBC Office to schedule the event, pay the fee, and sign the required documents.

Section 10: Facility Use Fee for Members:

A fee of $75 will be assessed per building for each 4-hour period. The fee is subject to change at any time or to be increased due to the size and or complexity of the event at the sole discretion of the KBC Elder Board.

Section 11
: Borrowing of KBC Furnishings, Equipment, Audio-Visual Equipment, etc.:
None of the church's furnishings, equipment, or tools are to be borrowed by anyone and should not leave the church property.  This includes tables and chairs, audio-video equipment, lawn mowing equipment, maintenance tools in both the outdoor tool shed and Merv's Closet, and all food preparation and serving items in the Kitchen.  An exception to this would be using tables and chairs for an offsite church-sponsored event if approved.

Section 12: Prohibited Uses

For non-KBC sponsored events, all KBC owned audio-visual equipment is not available for use. The KBC sponsoring member is allowed to bring their own audio-visual equipment. Also, KBC staff or trained A/V volunteers may be available to run audio-visual equipment for non-KBC sponsored events for a fee of $75 per hour, with a minimum of two hours.

No decorations may be hung from the ceilings or light fixtures. No holes may be drilled or punched into the walls. Only light-weight decorations may be attached to the carpeted walls of the FLC only using staples or tacks, as long as no permanent or visible damage is done.

No alcohol is permitted to be served at any time nor brought onto the KBC grounds.

No tobacco use of any kind is permitted on the KBC grounds.

No illicit drugs of any kind are permitted on the KBC grounds.

Food and beverages are not allowed inside the Sanctuary at any time.  The Fellowship Hall has carpeted floors and upholstered chairs and was not intended to have meals served in that space.  Events with full meals should be held in the FLC Gym which was designed for such.

Groups are restricted to only those areas of the facility the group has reserved.

KBC Elder Board reserves the sole right to prohibit any activity or function at or during an event that they believe conflicts with any of the requirements herein.

Section 13: For Profit Use Prohibited

The church's facilities are not to be used for profit or personal monetary gain, even if KBC members are in attendance and sponsor the event.  Examples would be an exercise class put on by a paid private instructor, private lessons from a coach, or a seminar that charges for attendance.  The KBC Elder Board may at its sole discretion approve an event that involves personal monetary gain if they believe that it is complementary to the ministry of KBC.

Section 14: Use by Only Faith Based Persons or Groups

Facility use will not be permitted to persons or groups holding or promoting beliefs or practices that conflict with KBC's faith and teachings, which are currently summarized in KBC's Statement of Faith (http://www.kerrvillebiblechurch.org/statement-of-faith.html) and the KBC Doctrinal Statement (http://www.kerrvillebiblechurch.org/ds.html), and By-laws.

Section 15: Political Use

Facility use will not be permitted for political or politically related events.  This would include local, state, and national election campaign events.

Section 16: Exceptions to this Policy

For circumstances not mentioned in this document, KBC Elder Board has the sole discretion to allow or disallow any event regardless of the circumstances or previous approval.

Section 17: Facility Use Fee

KBC's application of a fee for usage of the facilities is for the purpose of recovering the costs of operating the facility in use and clean up related to the event.  The rate charge is below the market rate.  KBC is not to be considered a public accommodation under local or state law.

Section 18: Agreement to this Policy and Facility Use Agreement

All KBC members sponsoring a personal event or any other organization or group approved to use the KBC facilities must read and abide by this policy, complete and sign the Kerrville Bible Church Facilities Use Agreement, as well as make the required payment of any fees prior to reservation of KBC facilities (an exception would be a surprise event for a church member approved by the KBC Elder Board, in which case the signatures may be obtained later).
